Add the wings and press down to submerge. Add water or chicken broth to raise level if needed. Cover and cook on high until wings are tender. 3.5 - 4 hours. Preheat broiler. put wings on foil lined baking sheet. Broil turning once until crispy. 5-10 minutes. transfer to platter and sprinkle with cilantro.
